Zoro is better than Sanji with his swords. But then Zoro pretty much has no other skills, he's possibly the most unbalanced member of the team (at least Luffy's power set gives him a few non combat actions).

Seeing that in the Enies Lobby Arc, Zoro was fighting Kaku (With a power level of 2200), he put in a LOT more effort into defeating Kaku. Sanji, however, fighting Jabra (With a power level of 2180, barely weaker than Kaku), took less damage and defeated Jabra a lot quicker. That'd mean that if Zoro IS actually stronger, Sanji could surpass him at one point or another

Anyway you never see Luffy training but you just said he was stronger than Zoro who always trains. Same thing for humans.
