@blazeshiroku, Hojo calls Vincent an experiment because, in a sense, Hojo created the man Vincent is today. He bioenhanced him to allow his transformations into monsters and made it so that his physical appearance does not age. Before that, Vincent was a Turk and love interest of Lucrecia, whom Hojo impregnated and subsequently injected with Jenova cells to create Sephiroth, their child.
