Garchomp became uber because it has no definate counter. Having one pokemon just to take it dow is over-centralizing, which is bad.

Garchomp has been OU alot longer than uber, if they are that slow on changing its tier, they wont adjust to thinking of garchomp being uber that quickly. besides, that 4x ice weakness is what balances him anyways.
