In the 1939 film, yes, she was older. However, in the original Oz books by L. Frank Baum, Dorothy was only around 11 or 12 years old. 'Return to Oz' is based more on the books rather than the 1939 film.

No offense, but I think everybody who is commenting and trying to make sense of the "original" vs. the "sequel" (I put them in quotes because these movies were made independently of each other and not as a series :P), should rather just go and read the original Baum books (primarily The Wonderful Wizard of Oz, The Marvelous Land of Oz, and Ozma of Oz) to understand each movie's individual perspective.

Or, the fact that Judy Garland was dead when making this movie so she couldn't take the role again. :P
Actually it isn't really a sequel to Wizard of Oz. It's based more on the books than the movie. (I didn't realize this until I did some research on it though. I think it's why Dorothy is younger in this one than Wizard of Oz.) Just saying. That being said, the MV is awesome. :D I loved it.
I prefer this to the Judy Garland Version. yeah, I said it.
