Changing policies generally just "shift" problems, which is what you will learn in graduate level social sciences. But one more thing you should know is that there is very little consistency between our current mental conception of the Democrats vs. Republicans, and what they were over the decades. For example: In the 1970's, the Democratic Party was the party associated with deficit spending and the Republicans were associated with having a balanced budget! Now it is the EXACT opposite!
