It only goes up to 79 mph, but the equipment is capable of faster speeds. It wouldn't be practical for it to go faster because it stops so many times. I don't get it why they call it an express.

I walked to a crossing right next to one of the rail runner stations to watch it come and go. The friendly engineer waved to me and nearly scared the pants off me when he blew the horn.
Since North America hauls heavy freight (more rail freight compared to EU), the US government has weight standards for passenger trains.
The passenger trains have to be big and bulky because if it wasn't big and bulky, collided head on at high speed with a loaded frieght train, the passenger train would either go flying and/or be damaged really bad. The extra weight is so that the shock from impact would be more distrubuted between both trains.
@TheKimberlyMikado I agree that EU trains are very stylish and faster speeds than US. In EU, they always build better trains every years, so in US, it takes longer to wait for high speed rail set. I guess that they are stupid!

US has stricter safety standards than in EU.
