As for IAs voting, that appears to have been one of Spitzer's goals, and there are people pushing for at least legal imms. to vote in NYC. In SF, they want to make local voting for everyone. And, racial advocates have suggested it in other contexts. Now, look into all the actions the Mexican gov takes inside the U.S. and the links they have to major non-profits, and you can see the danger.
