because they can't comprehend a haircut and all they see are "parts of them selves" being cut off and falling off of themselves. That can be pretty freaky to a small child. Lots of time they will say "Ow, your cutting me!" And who knows, dude's clippers could be HOT or blades CHEAP and he might have knicked the kid. Plus clippers buzz loud and the whole nine.
