This is a big reason why you don't see Pokemon cameo'd in first party Nintendo games very often... And anything that resembles a pokeball doesn't mean its a reference to pokemon, particularly when it's a fishing bobber in a place called buoy base.

Staryu is number 120 in the Pokedex, Starmie is number 121. In Mario 64 you collected 120 stars - and in Galaxy you collect 121. Miyamoto was involved in helping the creation of Pokemon succeed.. and Mario 64 was released about a year or more after Pokemon was first released in Japan.
