People that live in settlements is mostly because they prefer the area, most are Orthodox Jews. The big settlements that was dessert are now cities. In Iran you must attain an exit visa to leave the country, which is quite simple and usually never a problem for Muslims. For Jews it is more complicated and there is a waiting period. If they see that an entire Jewish family is leaving together this will send red flags to the officials. Only parts of families leave at a time.

Of course Jews remaining in Iran will ostensibly distance themselves from the actions of their fellow Iranian Jews because they remain in Iran. If the Islamic Republic thinks that they have ties to Israel all sorts of accusations, torture, and hell awaits them. Jews in Iran have walked a fine line in dealing with its gov't for over a millennium.

Your right about anyone being able to leave Iran freely, but trips to Israel with an Iranian passport are considered illegal by the Iranian government, thats why they are referring to it as a secret trip.

@epicmatt27 Oh,I was unaware of that. As you may know, there is a similar ban on using a US passport to travel to Cuba, unless under very special circumstances. If you just go to visit (i.e. tourism), it is considered a violation of immigration laws here in the United States. So very childish.
