I think that the prolbme is that some people in Taiwan lacks basic education. When I walk on the street in Taiwan, there is always some people looking at me (a white person) like if they saw a ghost. They don't know that it is not polite to stare at people. Even when they drive, they would slow down or stop to stare at you. It happens almost everyday. This is just an example, from many examples.

You're absolutely right in saying that some Taiwanese people look at your as if they saw a ghost. In cantonese, they call white males in general "鬼佬" (Gwei Lo, check wiki if you want to know more), which means "ghost man" in a vernacular form. But of course, there are a lot of differences between Cantonese and Taiwanese (the language) in terms of philology and linguistics since the term doesn't literally exist in the later, but the concept is similar in the eyes of Chinese.
