I guess my point is Hector, if the Serbian government in Belgrade was a side in this blood bath (the Serbian side) and was not acting as a responsible central government, then you invite outside intervention. If you cannot deal with your problems responsibly, i.e. treating the Kosovan Albanian(who are 90% of the population there) as your citizens, then you drive them away from you and outsiders may use the situation to get a foot hold in the region.
