One way to clean up Congress and the Senate is to restrict the number of terms they are able to serve to a maxium of 3 terms! Limiting the terms would make it a lot harder for special interest to keep buying votes. There also must be a cap on how much a candidate can raise in campaign funds....And last but not least we must get rid of all lobbyist....that would be a good start!
