Based upon body language, and the direction the dog was traveling, I think you can see the owner of the dog at the 10 second mark. He's wearing a blue shirt and tan (or white) pants. He actually moves away from the road/accident towards, what appears to be, his home when the cyclist collides with the dog. I think this shows a guilty conscience ("mens rea").

No. That guy is at least 10 yards from the collision.  The dog is walking directly toward the two guys I mentioned in my earlier post.

Anytime I have ever watched someone crash (or get hurt, period), human nature seems to compel people to move toward the injured person to help them -- not move away. These guys couldn't move quick enough away from the incident.

The guy who moved toward the dog (certainly not "walking" it) was merely trying to get the dog off of the road.
