Black people are more likely to commit violence? Does that mean that Rick Perry is black, or does committing violence by proxy not count?

Even if the people who makes such decisions are psychopaths, banks and mortgage companies would be better off if they restructured mortgages in such a way as to help people keep their homes. They'd have at least some money coming in, rather than none, and empty houses/condos lower property values all around. What ever happened to long-term planning?
