He is a British citizen and has all the rights of citizenship but he will never be a true Englishman no more than a White guy living in Zimbabwe will be African.

@DeathToLiberalism There is no such thing as "Ethnically British" most English people's blood in the UK can partially be traced to other countries, because England was created by invaders and immigrants. Only the Celts are "Ethnically British" and they are the minority.
