It's because you pretty much have the same characters in both Producers and Ouran.

You have Tamaki/Max - Both get really down when not getting their way, but super happy when they do.

Kyoya/Leo - Are, pretty much, both accountants and have the secret urge to have fun.

Haruhi/Ulla - Both are a tease. Ulla is just more open about it.
