@darklugia20 They changed the name for the rest of the world to avoid a lawsuit. Balrog is the boxer in the rest of the world because M. Bison is obviously a joke to M. Tyson (An American boxer) and that could cause legal problems to the game. While at it, they decided to change Balrog (Claw) to Vega because it suits more to the narcissistic spaniard. And, by default, Vega (Dictator) became M. Bison.

In Spain, to distinguish yourself from a gypsy, you typically say you're "payo". It's the word the gypsies use to refer to the rest of Spaniards. It just means "fellow countryman"; not exactly "white". Saying you're "blanco" (white) is terribly rude.

I still loved the fanservice done in this anime; back when we born-in-the-early-80's old timers first took up Street Fighter II and were learning the ropes, Vega was a monster, very few people could beat him on their first try, I mean he was lightning fast. A lot of people's ass-kicking streaks came to a screeching halt with Vega. However pick Chun Li, and he's easy to beat. In the anime, Vega is obsessed with her so, gotta apreciate the subtle humor/fan service.
