this isnt that bad, my lil bro who is 4 now used to use one of those, him was a brown bear one, and my mom only used it when we were in stores so he wouldnt run off and get lost, or if we were in parking lots, its accually quiet smart.
South Park has a hilarious episode, where they hire the Dog Whisperer to train Cartman to behave. They put him on a leash, and treat him like a dog. I laughed my ass off.
There's nothing wrong with a leash, it just shows a lack of parenting skills to have gotten to that point.

If your kid can walk around on it's own, I'd hope it understands "come here.", "don't go over there." or "stop". If not, I think you're failing as a parent. If they run off, they have tiny legs. Move your ass and go get them. If you're too lazy to keep track of your kid, you probably shouldn't have one.

Maybe some sucky parents are trying to be better parents & this is one kind of way to get their kid to stop being a little shit. And like I said, it could protect your kid as well so it never gets lost or kid napped. I still don't view it as a bad thing but I can see where you're coming from in a way.

@K4L1D154573R : I strongly agree. My grandmother told me once that there was a wave of kidnappings in Detroit during the Depression. She put my aunt on a leash whenever they went out and about. She said, "By God, if they were going to kidnap Glenda, they'd have to take me along as well."
