Yes, but it won't work as well. For one thing the Acrylic will soon crack as sneakers are constantly being stretched and moved, which means you will pretty much have to repaint your sneakers once a week. For another, even if you leave it on with the cracks it will only last for a month or so before rubbing off completely. Beyond that it will also be harder to work with on the sneaker if you try and do any characters or graffiti. Though Angelus is just a brand, you can use any leather paint.

no, the acetone takes off the wax layering already on the shoe. the paint will not stick to the wax, so the acetone takes off the wax so you are painting on jus the leather, which the paint will stick to.
