In the larger scheme, Philippines would never have liberated themselves without the larger defeat of Japan in WW2. Internally your response ignores the fact that HukBaLaHap was just 1 group which included the Philippine Army, as well as remnants of USAFFE units.

A partylist gets to earn one representative per 2% of the total votes (max. of 3). So, even if there is an increase in the number of votes per PLs, it doesn't necessarily mean a corresponding increase in the number of seats to be earned. It depends upon the sum total of votes for all PLs.
