There's a few small things about this throw first the Russian guy walking into and not away from his opponent could make it a Harai Tsuri. This shows his intention to blast and sweep through the leg and not just pull the Tori around the back and stop his forward leg. Just by his first step going straight in and his lead arm pushing down into the hip and not up and around pull would make it more of a Harai then a Sasae. imho

harai tsuri komi ashi is a sweep, sasae tsuri komi ashi, your foot does not sweep, it stops the uke's foot from moving
