a lot of harm has been done by the law on realotment, in spanish "consolidacion de la tierra".

The terminology is not what it seems. At least the dutch term "ruilverkaveling" is more exact.

This law is "illegal" in its form when it indicates something else than it executes.

In holland and belgium the law is "legal in its form" but still "illegal in its execution".

Result of that law, small haciendas and local cultures disappear while the large scale "agro industry" blooms.
