The Foothill Extension is currently rank #6 in the Tier 1 Unfunded category according to Metro, basically meaning that Metro considers it important, but cannot dedicate any funds, and it will have to compete with other nice-to-have projects like the Westside subway (#2 on Tier 1 Unfunded) as money flows in. Hopefully Metro raises Foothill's priority, since it's very "shovel ready" compared to other projects, thus more eligible for some stimulus pork (hehe).
