I bought some plans from hho-hybrid . com $19.95 they seem simple but I think there is more going on than we know... haven't built unit yet but getting it together slowly!!
Just because you mix up water and diesel fuel doesn't mean that it will split the water into oxygen and hydrogen. The water just evaporates because of the heat of the gas.

There's only one way I know of to split water into hydrogen and oxygen... Electrolysis...
