There is no sharp limit of development at which a fetus becomes viable. Only 20% to 35% of fetus's between 20 - 23 weeks in gestation survive. And even if they do survive, they often live with significant health problems.

That statistics says nothing about being able to save both the mother and the fetus most of the time. Nothing.
In fact, 13% of those maternal deaths are due to unsafe and unclean abortions. Something you push on young women if you ban safe and legal abortions.
The fact is that one of the reasons maternal mortality rates are so low in the US because we have access to safe abortions.
