My state in the US (Illinois) where I live in does not have helmet laws. It is optional. Some people choose to wear them some do not. Where are the cops in all this? If I rode without a helmet or with more than one passenger on a scooter, half the cops in the area would be chasing me. If I had a passenger without a helmet, they'd chase me even quicker for endangering another. I don't like a helmet nor see a clear need to wear one every single time, but it is the law and a helmet is realistically needed most of the time. The latter would include the busy streets these people are riding in.
