One solution: discipline kids so they know it's not appropriate to hit anyone much less a police officer. Too many parents use ADHD as an excuse. (And yes, I do have experience with children with ADHD - not only were my daughter & god-daughter diagnosed with it when they were young, but I've also worked in a school, so I've seen it from all sides!)

Another solution: Teach police officers not to over-react when the "criminal" is a 5 year old.
