There is all kinds of bullsshit in fairtax book, not just on page 148. But if you can't realize the government can not pay itself a huge sales tax on all its spending, I can't help you.
Fairtax is a house of cards -- and every card is bullshit. It only "works" if the government can pay itself 1.6 trillion.
Go to some web sites that have more time, fairtaxabsurdity is mine, but there are others.
Fairtax is a joke to real economist. Its more of a study in psychology.

The only problem I have with the way the FairTax is presented is when supporters (I am one of them) say that you will get every dime of your paycheck. The fact is that only federal income tax will stop coming out of your paycheck. That is the largest part, but still, you don't get every dime you make to take home. When it's said that you get everything, the nuts like to try to exploit that and make it look like that it's just the first of several lies.
