This music is called The Skull Gang in the soundtrack. There was remix that it plays when the Skullies take all the Kirbies away when traveling to the second world for the first time. Have you uploaded that?

I saw a pic of this guy on the Kirby wiki. My first thought? "That's fucking Nightmare!" Seriously... it looks a lot like him! It HAS to be an incarnation of Nightmare in some way, shape, or form, right? I heard that he even opens his mouth, revealing a big Zero-like eyeball, so... some sort of fusion between Nightmare and Zero perhaps?
