Eventually there reaches a point where the mouse simply stands still, unsure whether to go forward for the reward or go back because of the punishment. Our brains are able to resolve those conflicts, and this is what Eagleman is suggesting when he says AI with conflict.
I was responding to your question of locking conflict; a computer needs to learn from and know how to handle illogical situations, as well as alternative methods, if it is not to lock up due to illogical conflictions and in order to be genuinely considered artificial intelligence. And yes you are correct to a point, as Spock would say, emotions are highly illogical.
