Technically most of the enemy is foreign, because they have renounced American citizenship in secret when they accept an officership in the mass murdering Debt Syndicate.

I’m not sure why this lady is still breathing. FBI assistants to the mass murderers of the Debt Syndicate are handled very roughly when they leave the reservation.

Early on before formalities began she was relieved of most duties, told to go home on an administrative leave, and to take her work home with her. That is when the poor thing ought to have been suicided, in the usual script. Someone got cold feet, or there is some passive resistance going on.
