The ISS completes around 15½ orbits per 24 hours at a varying height of 350-400 km. It does not orbit over the same spot every 24 hours, though, as the Earth is also turning eastward. After one orbit, the Earth has rotated approximately 15° of longitude (at the Equator). The ISS’s ground track will thus be further behind on a map projection by 15°

it takes the station 90 minutes to circle the earth. since the earth is spinning under the station at the same time it will be at a slightly different place over the earth every orbit. you can now do the math and check how long it takes until you will see nyc under the worst case scenario.
just to help you start the calculation: iss orbits the planet 16 times a day.

@mariamole011 yes, the ISS is outside the earth's atmosphere, essentially falling around the earth. Airplanes use their engines thrust to propel them through the air (in earths atmosphere)

since it is outside of earth's atmosphere it is not really affected by earths rotation.
if you make a google image search for "iss orbit" you will find a lot of examples of how that orbit looks on the ground track.
