@DragonGodAvatar Actually, it was possible to recruit them in the order you want. But somehow (I think it has something to do with the fact that the Xbox version came out on 2 disks) they changed it.

@NumberOneNik Yes, true, I have the Xbox version and it has two disks, but there are missions you have to do to unlock other missions. You need to recruit the first few team members, like Garrus and Jack, before you can go to Horizon, and you have to complete Horizon and other missions before you can go onto the derelict Reaper.

@3oTooLe  Unused dialogue I think they first planned on letting you recruit your team in any order you wanted. They probably had dialogue leftover, and didn't bother taking it out since the only way to do this is by using a save game editor.

basically pick an exisiting mass effect 2 save file, select all decisions and things you want wherever you pick what choices you did in the first mass effect.

when happy, go to the raw tab and flag the end game status as that you have completed the game

you can choose to import that save game when doing a new game+ with a ME2 profile, all the mass effect 1 decisions you picked in the save game editor will be in effect

I think Bioware just has all ten (or 12 for online players) voice actors for the characters all say something at certain points in the story, so that anyone can respond to certain cutscenes. They probably did it this way, not thinking (or caring) about availability of certain characters in certain parts of the game.

I think that would sound a little sexist considering how far it is in the future. Heck, most of the military captains and authority figures in the game happen to be women/Asari (Jedore, Captain Wasea, Aria, Detective Anaya, etc). So it's sort of assumed by most everyone Jack could be either male or female, and not just a man, despite Jack's vicious reputation. The only sexist comments that are made seem to be towards Commander Shepard, when people mistake her for a stripper or escort.

Legion was originally intended to be recruitable much, much earlier in the game. They decided to put him at the Reaper IFF mission, though, but left all the dialogue for him, since it might have messed with the coding if removed.

Legion was probably my favorite character, and I was pretty livid that he was only available for two missions before people started dying, so, following some advice, I put off doing his loyalty mission so I could do some other loyalty missions before the countdown to the suicide mission started, as per one site's recommendation, but when I docked at the Migrant Fleet, the ship got attacked anyways and, after doing Tali & Legion's loyalty missions, when I rescued the crew, half of them were dead.

Yeah, it's sad that Legion, Tali, Samara and Thane has so many dialogs, yet they can't be heard without hacking the game.

I think it had something to do with the disc swapping. Still pretty lame excuse to put Legion at the end of the game. I can take having to swap discs every hour if it meant I could have Legion recruit able from the beginning. Same goes for everyone else.

I don't know it sort of makes sense, from a narrative standpoint. Given the dossier system they used and no one knowing that all the Geth weren't in the Reaper corner. You couldn't go looking for one to recruit and none of the other missions outside of maybe Haestrom which you don't have to do, would fit just running into him.
