So far as I know the earliest proved findings of written language is the language used by Sumerian cyvilisation. You're probably talking aobut that Bulgarian tablet, but as far as it doesnt give proof about 38 letters alphabet as you say. Also there is no proved connection of the tradition of wrting passing between those people and the Huns.
