Her voice is rough yes, but thats due to the long tour they had just done prior to this video. If you listen to her solo stuff after 4 non blondes broke up, her voice is just fine. High notes are there, soft when it needs to be, rough when it needs to be.

Drumminggdummie, i know & find it superb! but i´m a Speech Therapist...this is the beginning of the end of a voice. she has no vocal range for those high notes, probably she used to have but because of this style she´s lost them..... if she had the technique she could do that without destroying her voice....
