I think this stems from the Canadian habit of saying "sorry" when you bump into someone, whether it was your fault or not. It might not happen everywhere, but it's common in the Maritimes. I think it's because we have better things to do than pick fights over who's not watching where they're going. It's not really an apology, so much as "I regret that unpleasantness.
