Upton is a pansy. Him and his camera crew should have helped clean and feed those children while they were there. I'm sure the staff would have been happy with their help. instead the useless humanitarian ass takes pictures. If he really cared he would have volunteered to help out with hands on by cleaning them and feeding them. This is devastating, although conditions have been improved it is not enough, children are still being neglected and are developing physical and mental illnesses purely from being institutionalised, this should not still be happening. I wish i could make a difference.

@lozzabunny84 This was a deliberate act perpertrated under former dictatorial regime.Things changed.People do not want children with disability and when they want them, they cant take care of them.And the reason international adoptions were closed, few children were adopted and westerners actually paid money to have a better chance for a specific child, grossly immoral in a world full of orphans where supply is larger than demand.

@Olengher immediately after these things were filmed, child adoption exploded and it was seen as a good thing.But years later it cool down and it was searched findings were bad.The system made adoption into west easy, in fact prefferential.All that was required was a lawyer.Later they made a Hague convention to regulate international adoptions after scandals of a reputable french NGO abuse but it's better this way.The conditions have improved to human, what has improved much is they are fewer.

no one should ever be treated like this! however, the problem is the government won't pay to have these kids taken care of properly, another problem is the staff have little or no training so they don't know how to care for them. It also seems like there aren't enough staff. If these problems were fixed these kids would have much better lives. I hope things improve quickly.

Yes! I have! My dad lived near a gypsy camp growing up. Many of his good friends during his youth were gypsies. He said they were nice and open people once they got to know you. I would just like to say for some ill informed people. The majority of these children were neither born physically or psychologically retarded. They suffer from privation whereby they have no primary attatchment figure. Ergo they have no "blueprint" to life. This is not their fault, it is the government for imposing ridiculous rules, and neither supplying sufficient funding or knowledge.  not to mention there are fewer orphans for an obvious reason : after 1990 abortion became legal. other contraception methods became more popular.

children with disabilities were often abandoned because poor families could not take care of them. (especially gypsy families).

the main problem for children in orphanages is probably housing and employment after they 18 years old. houses are very expensive here .
