Of course she does... She grew up there her entire life. If that doesn't make her Engligh what does? Just because you were born in a country doesn't mean you have any connection to it. It's where you were raised and what environment you grew up in that really matters!

Well Sienna herself has said: "I'm English, definitely. I don't feel like I'm American in any way." That should clear it up. :D She's an (American-born) English actress, like Mischa Barton is an (English-born) American actress.
