What was the response time for the Stewart case? Zwicker says 21 minutes - but looking at the times and calculating the time zones it seems to be 75 minutes - i find it hard to believe it takes 75 minutes to intercept a plane - too long - any ideas why this time is 75 minutes and any good way to prove it was 21 minutes?
