NunchakaJoe is absolutely correct, this is Bruce Lee slowed down, not sped up. Much of the confusion comes from motion picture technology. If you want to slow something down, you actually speed up the camera while it's filming, then on playback (after processing) it appears slower. People hear that the camera was "sped up" for Lee's famous nunchaku scene, and can see that the scene is a bit unnatural-looking for some reason, and think it means he wasn't really as fast as he was.
