The agency will pay for it, they always do; that's what insurance is for. The home owner files a tort claim and the agency's governing body (city, county or state) will pay for it. That's what insurance is for. It's really not that big of a deal.

@IcyHot311 Well what I was asking on my first comment is who takes care of the expenses for that collateral damage. Sure catching a criminal is by far more important than a neighbors fence but who replaces that fence? The owner? The local PD? The state? How do things work down there?
