THe problem is ever since the Abbasid caliphate failed after the creation of the Fatimid caliphate, the caliphate has been essentially nothing but a puppet. As this happened two thousand years ago, the institution of the caliphate is essentially redundant in the Islamic world. There should not be a governing body for Islam aside from the ulema.

After what the french did to the algerians, I doubt a north African-European alliance would be forthcoming.
