The role of the enforcer has undoubtedly changed. The game isn't as rough and rigid as it used to be so pure fighters (meaning less than 5-10 pts a season) were able to play without being embarrassed by all the skilled players since they were allowed to hook and hold them, and downright keep them from doing anything, so these days you need enforcers who can skate on the 4th line without being counterproductive. That's the reasoning behind this, at least, just my two cents.

3 fights one game = Misconduct (game + 10 Minute)

Instigator = 2 Minute Minor, Sometimes 10 Minute Misconduct depending on the nature.

..most of the time it's just 5PIM each.
