The problem with I.Q tests is that they seem to be ethnocentric in nature. In other words, they test intellectual abilities that we in Western or westernized countries (such as Japan) use more frequently than other cultures. Is it any wonder we are scoring higher? Test the ability of a European to survive in a natural and hostile environment such as the one Aboriginies in Australia live in and let's see how well we score on that test.

There is no doubt that Rushton is right in general principal. However I do question some of his particulars. He states that whites in Argentina have an average I.Q. of 100 - and yet most Argentinian whites are of Southern European stock. Southern Europeans score lower than 100 on average. The first explanation that comes to mind is that Rushton was only using approximations - but he should have been clear about that.

It was (according to Rushton) low IQ India, Iran, Anatolia, Kurdistan, etc. that built the earliest civilizations and made much of history's science contributions (along with supposedly high IQ China). Just a thought, perhaps there are more factors at work here

@johnwinstonchurchill you pose a very good question. One that has been extensively dealt with. In a nutshell, since it is normal for Africans to have I.Q.'s of 70, they are not actually retarded. A good way to look at it is that they are similar to 12 or 13 yr. old white children. White children of that age can be trained to run machinery, read and write and even use weapons. Just as we do not consider pre-teens to be retarded, so too do we not consider Africans to be retarded.
