Okay the reason they were laughing when piper said "my dad said I could watch twilight when new moon comes out" is because usually you'd say "my dad is gonna let me watch new moon when it comes out" instead she said her dad would let her watch twilight when new moon came out.

And I believe since BooBoo and Fivel have already seen New Moon,(in this clip) then it had already been out.
