It was an area of white diagonal stripes and you are NOT allowed to enter unless nescessary. Overtaking is not nescessary. Highway Code 130:

Areas of white diagonal stripes or chevrons painted on the road. These are to separate traffic lanes or to protect traffic turning right. * if the area is bordered by a broken white line, you should not enter the area unless it is necessary and you can see that it is safe to do so

The police take is It's acceptable if safe.

@Gimp1203 It wasn't "some random copper" it was a group of trained traffic police offers who TAUGHT people how to filter properly on an advanced motorcycle course - they follow you on a bike and critic your riding, then you follow them and they show you how to ride defensively, this is what they're teaching.

As a pro driver I can assure you that 90% of bikers ride poorly. Overtaking at any cost seems to be their only concern. Lost count of the number of times I've had to jump on the brakes because some goon on a bike has run out of road

Ive lost count of the times someone has pulled out on me at a junction (in a car), switched lanes on the motorway without looking or when im on my scooter doing 35 in a 30 get some arse in a car up my arse trying to overtake, to where? exactly. I dont think its 90% of all bikers, its 90% of anyone with a licence. The sooner we get a licence system like Finland the better. BTW im a pro driver too along with an ex pizza delivery rider, ex courier( motor and cycle) and a general bike commuter.

Respect for being a trucker man, must be a pain, but please don't tar all bikers with the same brush, there are a large community of bikers who brave the winters. Car drivers can be just as bad though, spending 5 days a week in 5 mph traffic for all of 10 miles or so. Compared to spending a whole day day riding out at decent speeds. Who gets better experience there? I think we should just agree that the majority of licence holders cannot drive/ride.
