You are making an assumption of fact based off a 15sec video that doesn't show what came before the Pepper Spray was used on the young woman. It is obvious to me, based off my training and experience, that all this girl got was a whiff of the pepper spray and that she reacted the way she did because she was TRAINED to react that way. Look at the way the kids at Occupy Denver react when they get sprayed and you will see it.

@brightstarone As for the "unlawful" assault. I can't speak for NY but in most jurisdictions the use of pepper spray comes BEFORE an officer puts his hands on a subject. It's called the "Continuum of Force". It is the Officer's Discretion whether to put his hands on someone or use Pepper Spray and it is something he has to be able to defend in a Police Review and/or Court. So if he can articulate his use properly it was not UNLAWFUL.

That young women did not throw rocks or bottles at the cops, she was walking peacefully on a public side walk in a lawful manner with her fellow OWS PATRIOTS, the police thugs stopped them with their orange barracades and held them for no reason, they did not fight or try to push through the illegal police block. They asked why and the cowardly thug cop in the white shirt pepper sprayed those defence-less non-violent women. The video clearly shows that it was an un-justified attack.

The police surrounded them with portable hand held orange barricades & prevented them from moving, holding them in place for no reason & with no explination. Then a cowardly police thug in the white shirt Anthony Balongnia sneaked up on them & sprayed them with mace for no reason. That is all on video Tape & on the Internet. Balongnia was suspended for 2 weeks with out pay for his criminal act.
