The cow noises were/are supposed to be to psyche out or confuse the player. It'll come totally left field if you're fighting a freaking tank and it makes animal noises no? That second that you spend thinking "what the fuck?" will be when they strike. The blood is cause Gekko's are partly organic. Their legs are anyways.

Raiden was designed as a pretty boy rookie to contrast Snake's gruff legend status. Some people hated on that, and thus was made fun in MGS3 through the "Raidenovich" character who was Volgin's lover. They are NOT the same character though. And yes, Raiden does rock, especially now that he's a ninja.
