This scene is the last scene from the last episode of the fourth season, before Brian asks Justin to move back in with him, when Justin already knows that he is moving to Hollywood. I think that they showed the two not that close together anymore was one tenor of the show, as Justin had different thoughts of living together than Brian, but your own guess might be right also.

I think the last season is all due to the writers and not the actors. Gale and Randy had no particular disputes on set actually. Looking at the speech after their last scene was shot, they were (and I'm pretty sure they still are) very close. As close as friends could be :)

Season 4, Episode 14. It's after Brian injures his shoulder falling off the bicycle and just before he asks Justin to move in with him, but Justin has plans to move to Hollywood. Brian and Justin are so beautiful together... I'm sure they will live in our hearts forever.
